The Department of Homeland Security has recently ordered almost 1 billion rounds of ammunition, over 10 times what the U.S. Military expends in one year of war in Iraq.  Now, this "ammo appetite" is hurting local law enforcement as officers scramble to find ammo:

 

"Will the U.S. soon face a critical situation in which the federal government– primarily the Department of Homeland Security – possesses an ammunition surplus while local and state authorities face ammunition shortages and backlogs in purchasing more rounds?"
