The National Counter-Terrorism Center (NCTC) in Virginia is rejoicing over new legislation giving them the ability to hold data on non-terrorist suspects for 5 years. The data could then be used to stop terror before it happens, or punish a person afterwards. This is also a complete and direct violation of “Congress shall make no ex post facto law” and punish a person for something considered not a crime when committed:
